Our office, the Federal Public Defender's Office, represents Jose Heredia-Cheng in a federal criminal case. I have been trying to obtain a police report for a traffic stop that was performed by APD at the request of an FBI surveillance team on 02/13/2018. I was told by APD records (Alejandro on 3/1/2018) they had no information on this arrest.
At this time, we request an IPRA release of copies for examination of any and all information, reports, recordings (including but not limited to: CADS, dispatch printouts, in-car recording devices, body cameras) and evidence tags related to this traffic stop. The persons arrested at the traffic stop are Jose Alfredo Heredia-Chang (DOB: 01/27/96) and Fernando Boqarin-Mendoza (DOB: 10/29/1997). They were in a blue Nissan Juke with Arizona plate KJ2833. The last cross street location I have for traffic stop is the area of Wyoming and Paseo Del Norte. The vehicle was stopped for driving at a high rate of speed through a school zone. APD K-9 / DEA Task Force Officer Franklin was also involved at the stop and deployed his K-9, "Angel". I do not have information regarding who the officers were who stopped the vehicle.
Additionally, we would also request at this time all service, training, qualification testing methods, requirements, certifications and scores for APD K-9 "Angel" and her handler, APD K-9 Officer Franklin. We would also request all of K-9 "Angel's" acquisition information (where the K-9 was obtained from) and the K-9's prior training and service records.
