Hello Matt Chapman,
This correspondence regards your Inspection of Public Records Act (“IPRA”) request which was added to the nextrequest.cabq.gov system on or about September 20, 2018 (identified as #18-5418). The request sought the following records:
Pursuant to the New Mexico Inspection of Public Records Act, I hereby request the following records:
For all DBMSs owned, maintained, operated, contracted with/through, or supported by the Information Technology - or similar - department(s) within your city, please provide me with the following information:
-Underlying engine (eg, postgres, mysql, mariadb, cockroachdb, Mongodb, Oracle database, sybase, MSAccess, SQL Server, VoltDB, RethinkDB, Chronos, Elasticsearch, etcd, cassandra, etc)
-Names of software that connect to each DBMS
-Names of departments that use information within the DBMS
-Schema of database (preferably, with granularity down to column names)
-Contract identifier for each database, if relevant
I understand that the information respondent to this request may require the creation of new documents - if that will be the case, then please provide me with documents that may contain the information (eg, documentation, contracts, etc). I am also happy to narrow the scope of my request if necessary.
First off, we appreciate your patience during this process and I apologize for the delays in communicating with you on your original emailed request. Unfortunately, we thought that you would submit your emailed request directly into the nextrequest system, however, since that did not occur we decided to add it to that system for processing and to ensure there are no additional delays. My office has completed our review for any responsive records that existed at the time your request was submitted, and we have only identified one (1) non-exempt responsive record. That record was uploaded into #18-5418 and made available to you in that system. The non-exempt responsive record is called “Information Technology Commodities.pdf”. Please let my office know if you are unable to open that pdf., if you do experience any issues in opening or viewing it then we can try and send it through another method of delivery or you are also welcome to inspect that record at the Office of the City Clerk, located at 600 2nd Street NW, Albuquerque, NM 87102. That office is located on the 7th floor of that building.
Next, there are aspects of your request that we were unable to locate any responsive records for or we are unwilling to create responsive records that did not otherwise exist at the time of your request. As you may be aware the City is not required to create any public records in order to respond to an IPRA request, and we are also not required to provide you “information” if that information was not otherwise located on a public record. See NMSA 1978, § 14-2-8(B).
Lastly, we have determined that certain “information” that you sought is exempt from disclosure, assuming there are records that are responsive and provide the requested information, the City is denying the inspection of those records, because they are exempt from disclosure under IPRA, NMSA 1978, § 14-2-1(A)(7); and NMSA 1978, § 14-2-1(A)(8) (otherwise provided by law), including but not limited to, NMSA 1978, § 53-3-1 et. seq., and Rule 11-508 NMRA, and NMSA 1978, § 14-2-9(A).
Thank you again for your continued patience regarding this request. My office will now close out this request.
Please let me know if you have any questions.
